How disable e-mail config on 2nd boot?

Hello, when I build my own ROM, Settings-Sounds And Notifications-Event(Warning, System Events) is disabled by default. I want to enable it by default, which registry key(s) should I change? Thanks in advance!
I have a automated SMS which has text as below from "System Notifications":
"Your device settings were changed successfully".
Not sure what and from where it comes?
I have TD2 Tools installed on my WM 6.5 Stock Rom.
Please advice.

I use a .cpf file to automatically import mail account settings when I reflash...it generates an SMS with that text.
I am not 100% sure.... but it was due to TD2 Tools .
Because I had disabled all Data packages using TD2 tools and using WiFi all time. But after that message I can see the Data plan was activated and I was using EDGE , which was automatically changed without my notice ...

Hello to all.
I'm having a problem with my rom.I can't disable encryption.I go to menu and untick the encryption and when i came back it is ticked again.
Can i have a registry to start it disabled?

Hey nsourm,
If you don't want to use Encryption and you have removed (m)encfilt.dll and boot_ms.rgu from your XIP then just hide the cpl item cause it does not work anymore.
If you want to use Encryption check if you have the above files in your XIP and also check the 723fb954-d931-4348-b672-82a188e587b5.rgu for the following entry:

"EncryptByDefault"=dword:0

Dear All,
I have one issue when attempting to config email exchange (corporate). after the first config screen (passed), I do no tick the option "download attachements" BUT when finalizing the account set up and first sync, ALL the attachements are downloaded! Then I tried to go back to the account parameters to check the option, but the relevant parameter (in general parameters) is not available (I do have this parameter in my other mail account)!
I have another account (FREE.FR mail which is ok , ie the attachement option can be selected or not). I have tried to erase / create the account several times, but nothing changes...
I did also an hard & soft reboot, nothing change... Of cours Acer technical assistance is useless.
To be clear, the email was working for weeks but I had a pop up "shutdown of precessus com.android.exchange" a lot of times and this pushed me to discard the account. Since this time, I am in the exposed situation.

Hi Evereybody,
In addition to my post, I tried other solutions :
- touchdoxn : is running well (even if I prefer the layout of the native mailbox)
- I tried to copy / PAste (email & exchange apk" from another ROM but useless since I am not rooted...
Can anyone help me to solve this issue?

I get several errors after disabling setup wizard process via adb shell after first launch of device. Home button and settings shortcut in notification bar does not work, language cannot be fully changed(after change, some names remain in previous language). Any idea, which processes, values needs to be restored manually? The aim is to disable wizard process with no need to restore.
