Or are you talking about APX mode being locked? If that's the case, then I'm with you on that one. Without a functioning APX mode, I am scared to do anything to my Eee Pad. I couldn't count how many times I've soft bricked my GTab and APX saved my bum!

Unless I misunderstood what lock bootloader are, I beleive its locked. It requires root to flash another recovery/rom and requires an exploit to get root. That pretty locked for me
I would be much more fun if you could just do a fasboot flash recovery like the Nexus phones ;-)

Go to the Acer Iconia A500 forums, and then you'll find out what a "locked bootloader" really is.
What you should really be asking for is simply official root access, without having to find an exploit. Note that HTC have only said they are ending their policy of locking the bootloaders on their phones - as far as I'm aware they've said nothing about giving official root access.

The never ending discussion about what a locked bootloader is, is useless because it depends on your definition on "locked". If "locked" means that it checks signatures before flashing or booting, then yes, the Eee Pad bootloader is unlocked. If however "locked" means that you have no way of recovering from a system/recovery fail, then the ASUS EeePad is very well locked down. The only way around this would be fastboot and/or nvflash access which we don't have.
So as opposed to the Xoom or other Tegra devices like the G2x etc, the ASUS bootloader is locked, and the only way of flashing boot/recovery is through a (admittedly simple) reverse engineering process. That is a shame, and also could be locked down anytime by ASUS if they were sigchecking those updates in the bootloader (though I think that's unlikely to happen).
So in my opinion ASUS shouldn't announce that the bootloader is open etc, when at the same time they do not provide a documented flashing method.
Equally though, I agree that there is no practical sense in complaining or doing further work on this, because all people care about is flashing boot/recovery (unless they are bricked of course...).

I don't think that downgrading is a viable option for installing a custom Rom. Just because we can downgrade now, doesn't mean we will be able to in the future. Beside, having to rely on an exploit is also to me not a viable option. I'd rather have the exploits fixed! It's safer that way.
The fact that the boot loader is not signed, NAND locked or encrypted is a big plus and I congratulate Asus for this. It's a good design decision. But the missing ingredient for the completely unlock bootloader is the tool the allows us to flash anything from the bootloader...
If in the end Asus give us fastboot/nvflash access to the bootloader well to me its a win for all Transformer's owners. This is even a win for Asus because most devs would go for hardware that they can easily modify which would increase sales. (Not that sales are a problem right now.. )

There was a leaked Gingerbread build that had an unlockable bootloader which was then taken and turned into "Pudding".
The official release of Gingerbread did not have an unlockable bootloader which is why Pudding is necessary.

Moto CSR: Unlock Bootloader on Retail XT926 Verizon

I had a interesting Chat session today with a Moto CSR here is the log:
Me: I purchased a Used Motorola Droid RAZR HD (Verizon) Retail Version Phone. The purpose was to work on android development. I am interested in unlocking my bootloader for that purpose. The phone itself is out of warranty and therefore I am not concerned about voiding the non-existent warranty. Your Bootloader Unlock webpage here seems to not allow me to do so as it is not developer edition.
Me: From my understanding a Dev Version is the only phone listed. However as previously stated I am out of warranty and wondering if it were possible through customer support to unlock my bootloader.
Gerald Ray: I see. Thanks for the information. Please know that here with Motorola we do not advice to unlock the Bootloader of our phones and for that we don't have steps to do it. If you need further assistance, you may check our nearest Repair Center in your area.
Me: Sorry your response is not clarifying.
Me: Is it possible to unlock the bootloader of a Retail XT926 Motorola Droid RAZR HD that is a Non-Developer version?

As long as the latest ota hasn't been applied, you can unlock the boot loader. Not sure why you're going through all the hassles of calling a csr.
That is unless you're talking about a phone that does have the latest ota which patches the boot loader unlock exploit.

Unless another exploit has been found for the latest ota, and believe me we would know if there was, you will not be able to unlock the bootloader unless the phone was already unlocked before the ota.
The ability to unlock the bootloader on the hds was due to a security exploit in the code that existed before the latest ota. Using this exploit, Dan came up with code that fooled the phone into unlocking the bootloader. Once it did this, there was an eFuse that was blown to signal that the bootloader was unlocked. This fuse cannot be reset ever back to a locked state.
However, if you applied the ota before unlocking the bootloader, then what the ota did was patch/fix the exploit which means Dan's unlocking code no longer works, therefore you cannot unlock the bootloader.
It took Dan a long time to find the exploit. He has stated he does not have the time to look for a different one. In fact, there may not be another one. We were lucky that the first one was even found.
So unless Motorola decides to allow the hds to be part of the unlocking tool, I would not hold my breath.
The only other hope for you is if someone were to get kexec running on the HD. However, since because of the (now closed) exploit, no one has attempted it. Since a lot of people have their phones unlocked, I don't think the developers are working on kexec.
Plus, with the HDs being about a year old, and newer phones especially are being released, I just don't see anyone putting forth the time and effort to do this.
But, you could always put out a bounty to see if you raise enough cash to give someone if they attempt and succeed. Usually these don't result in anything coming to fruition.

That sounds like a good idea... Would you be able to help with that? The devices are still good and a lot of people like my self would like to try 4.3 and get that great battery life on most if my devices.

Isn't it just possible to jtag read a developer and then just jtag that info to a non dev edition or is it not that simple ?
No it is not that simple...each dev device has its own specific bootloader key per say that keeps that from being a possibility. That is why Samsung is not supporting Dev editions with updates

How is it that on nexus devices you can download new versions of the boot loader etc ?

I unlocked the bootloader on Nexus 5 for root, recovery, etc. But don't know the advantages on G3. I think it's the same, for install AOSP ROMs, etc.
