After flashing the official UGJL2 (2.2 for Bell) the vibrate notification is very weak.
The vibe works fine for phone calls and third party vibe apps work to change the SMS notifies. The stocks notification for email and SMS is a quick (maybe 20ms) vibe that is almost impossible to feel.
I have searched everywhere, and only find fixes that do not apply to my issue.
Is there are setting I can change manually?

Settings> sound> vibration intensity
I'm not that retarded. That setting is for haptic feedback. Also, that setting doesn't work for me. Even all the way to left my haptic feedback feels like the second setting.

I've been trying to figure out the same thing. The only solution i found was downloading the Handcent SMS app, and changing the vibration to "long" in the settings for the app. Hope this works! (On Android)

Its called back light notifications (bld) and requires a custom kernel to work.
There are similar apps though they turn the screen on. NoLED I believe its called.
First of all you need a modified kernel with BLN functions.
I use LightFlow app to program the events that will engage light on capacitive buttons.
There is no such thing possible

Hi, right now while the screen is locked, the notification bar cannot be accessed. Is there anyway to either 1) enable notification bar or 2) show notifications on lockscreen like iphone style? (for this I've tried lockerpro but its buggy, no passwords). Thank you!

Maybe the Lightflow app have settings for this and can override the default settings. Originally Lightflow lets you change light on the LED notification, but I have seen other settings in that app too. Worth a try.
Textra also has a pop-up notification. Not sure how it compares to Samsung's though

After being on stoch samsung for a long time I tried google play edition ROM, and I realised that the default notification vibration pattern was 2 quick vibrations and not a looooooooong one which used to annoy me, but now I'm back on a stock based ROM and I have this looooooooong vibration back and I really hate it. Any idea if I can change this whithout an app ? And how ?
