How to get signal strength from all nearby base stations?

Hi, I'm developing an application for Windows Mobile. I got stuck in the problem that I tried to get all the CellIds and Signal Strength of all the nearby Base Stations of my PPC. I tried the RIL but just could get strongest signal strength of 1 base station (I believe). So my question is that : is there a way or method so that enables me to scan all the nearby base stations with their signal strength? I would appreciate much if someone can help.

Can't Disable "My Location" in Weather Widget

I had an HD2 for a couple weeks. With it I was able to set another nearby town as default by placing it on the city list above "My Location". On the Incredible the my location is not on the list and there is no way to keep from being active. Does this mean more battery usage because location is constantly working?
not really it only changes your location when you have it set to transmit weather data every few hours... it only goes by your AGPS which runs off of the cell tower triangulation not the GPS signal...

App to show strongest voice/data provider at my location?

I'm looking to change my mobile provider (in the UK), but want to check the relative signal strengths of each network provider accessible from my house, to avoid choosing a provider that has poor reception when I'm at home. Can anyone recommend an app that will scan for all cell/3G signals in the area and show (a) who the provider is and (b) how strong the voice and data signals are?
I've got access to coverage maps but they seem to be notoriously inaccurate/unreliable, and also don't give specific information for an exact location (i.e. a specific premises).

If your phone is unlocked you can go into network settings and scan for all available networks, this will at least give you an indication of who is available, however, I do not believe an app exists that can give you specifics about any network other than the one you are on.
If you look online, most of the operators are offering free PAYG sim cards, perhaps you could send off for these and try each one in your phone to see who gives best reception, they should all register on the network even if they have no credit on them, at least that's my understanding.

Better APN?

For some reason, I get the worst signal at my location where I both live and work. I can go a mile or 2 down the street and it works fine. This is outdoors on a clear day. No obstructions. Anyone have a better APN setup they're using that gives a good strong LTE signal? I have screenshot my stock out of the box APN.
Have you used an app like Network Cell Info to see what the signal strength and such is between your locations?
Owing to how EM propagates, and how interference can be generated, it could be wildly different between the two.
