Yes, there are quite a few different WM6.5 ROMs available for the Touch HD.
If you go into the ROM development section (for Touch HD/Blackstone) on here, you will see a thread about HSPL/USPL - take a read through this as it will give you a guide on how to do it. I'd recommend fully understanding it before you start though

Shouldn't you be asking this in a forum for a device that can run an Android ROM? (example HTC HD2) We don't have one for the Blackstone.
Alternatively, it may be an idea to ask in the the Touch HD Android development rather than the Windows Mobile ROM Development.
Just an idea, you may get an answer.

I think that the only Windows 6.5 device that can run Android is the HTC HD2.
I have seen that on many vedios for HTC only i don't why only that may be no one have tryed it so far or the ROM is looked i don't know but i'll keep search to try it
i think u can search in the android section of ur device
for me i am having a sony ericsson x1 and i am able to run android on it but of course with little bugs according to which version i am using
