On the site I linked it says,
"The client version of Market on Android devices is also getting an update that will include many of these new discovery features. The visual design looks significantly better than the current app, though I haven’t gotten to try it out yet. You can see a screenshot above. It wasn’t clear when this new client will roll out."

I have 2 answers for you:
1. it's late.
2. if your phone is rooted, DON'T download it! It will kill your root. a few of the devs have already rooted 4.22 and 4.24 -- look around in the threads.
3. if you phone IS NOT rooted, download it.

I remember this from a while ago. AppBrain had some issues reporting System Update as this app for some reason. I think it was system update anyway. It was a system app that AppBrain would report as this. Interesting you had an 'update' for it though. That, to me, is new.
