I know that this is an old thread but I thought it might be helpful if I post the solution to the “DM initialisation is not ready. Check network or sim card" when trying to check for an OTA update. It seems to be linked to task managers. If the process “Device Management” is not running in the background when you check for an update then you will receive the DM error message. What I do is add an exclusion to the Device Management process in my task manager.
I have checked my Captivate, I saw that "Device management" is running in my task manager (advance task cleaner), and I receive the same message. However I am rooted.

Let me start off by saying I am a noob with these things. I also have searched a few of these forums and found steps by "cellzealot" on how to edit the NV Decimal settings to allow this phone to work on other carriers. I followed these steps and everything went through without any errors but the same issue is happening when I then try to get the phone to work on T-Mobile network. What happens is (after the above mentioned tutorial) I restart the phone, put my T-Mobile sim card in the phone. The phone then states "This SIM card is from an unknown source". In my settings menu under mobile networks In "preffered network type" I can choose Global, LTE/CDMA, or GSM/UMTS and nothing makes a difference. I dont know if it is in-fact unlocked and working and maybe this phone is malfunctioning or maybe I am just missing a step? Some additional info under settings:
About phone>Status>Network = "Unknown", Network type and strength = "No service", Mobile network state = "disconnected", my phone number = "unknown".
System Version: 183.46.15.XT907.Verizon.en.US

It is possible to force "4G only" without root. First download "Setting Database Editor" from playstore. Open it and look for "hw_networkmode_preferences". I use this value "9,3,2,1,11" on my phone. Save it and restart your phone. If you still don't get "4G only" option then you need to open the "Setting Database Editor" again and look for "hw_add_4g_only". Mine was set to "250". You need to change it according to your country mobile code. Look for your mobile country code here: https://en.wikipedia.org/wiki/Mobile_country_code. In my case I change the value to "250;502" since 502 is my country code. Save it and restart your phone.
Tested on rebranded P10 Plus 256GB.

Thank you very much for your Help! I already installed the DB Settings Editor and found out that hw_networkmode_preferences were already "9,3,2,1,11" so this wasn't the case. Additionally I found that I have to add "hw_add_4g_only" so I added it with the wrong Country Code because I didn't know what the hw_add_4g_only means. I was searching for it a few days now and never got an answer, so I was trying to ask here. And you made it clear now. The Wikipedia Link was very helpful and it works now for my Country. I have to set it 262 for O2 Telefonic Germany.
So again Thank you very very much!

If the telecommunication operator you are using does not support VoLTE (Voice over LTE) and uses LTE Only Mode, so regular calls will be blocked.
Second Method :
1. DOWNLOAD Force 4G LTE Only 2020 Pro application from Google Play
2. Run the Application
3. Select SIM 1 Only menu, then Hidden Activity
4. wait to load until 100%
5. tap the search box type RadioInfo
6. In the DEvice Info app section, there is a RadioInfo activity.
7. Long Tap 3 options will appear: Create Shortcut, Launch Activity, Edit Shortcut. I recommend Select Create Shortcut to make it easier for us to enter network activity mode without having to bother opening the Force 4G LTE Only 2020 Pro application.
8. Please select Launch Activity to enter the Radio Info
9. Select LTE Only in set preferred network type

Abouy 2 weeks ago i factory reset my device due to an unrelated issue and now when i try to enable it again i get an error saying my system software has rejected the edit. I tried with the version of setedit from f-droid and got the following "Unexpected failure you shouldn't not change private system settings." does anyone know what the problem could be?

I have the same issue with p30 pro. It seems to me that after some recent updates, they've locked those settings somehow.

I found the solution.. IMS Service issue is related to Message app.. if you choose any other message app as default SMS app the error will stop coming. But I dont want to use the other default messaging app.
Go to the link https://www.apkmirror.com/apk/samsu...g-messages/samsung-messages-5-0-11-8-release/ and try downloading 5.0.22.1 version of message app(it works for me you can check another version if it wont get installed). and install as normal APK. once successful installation select again it as Default app. Error will be gone..

Thanks for the solution. Tried the same, but unfortunately, it didn't work. Now the Phone has started to lag and I can't make any calls/SMS through sim1. Although when I switch off Sim 1, the issue gets resolved; but that is making my problem worse. Any suggestions?
Hi I am having the same issue and its related to volte, seems the volte does not gets automatically registered while restarting. This behaviour is common in customs roms. The fix that works for me is to create a new apn with name & apn as ims, protocol as ipv4/ipv6.

It is all about the default messaging app. I just installed the update and faced the same problem. Came here to see the solution.
What I did is just installed the Messaging app by Google LLC. You can use any messaging app and set as default. done
Go to settings > connections > more connection settings, turn off advanced calling and messaging.

Nothing to worry, It's bcoz u r using volte net and if u disabled mobile data while usimg wi fi, this problem occour on latest update of s8. U need to enable mobile data and pop up will run away.I faced this and solved thus. Initially I thought to factory reset but waited and pressure my ltl mind to overcome this stupid problem.... I deleted some files that i want to recover on my Samsung S7 Edge 2-3 years ago, this device has Android 7.0. (Never updated)
There is a lot of apps such as Disk Digger that offer you to recover every single file but the device must be rooted to access 100% on the internal memory.
Right now my Samsung S7 Edge is not rooted but i need to root to recover this files, so my question is, there is anyway of rooting without factory reset, or there is anyway of doing a fully backup of the internal memory of my device without touching the partitions so then i can try recovering my files later with this apps?
I hope someone can help me...

It's pretty disappointing that nobody ever responded to this considering how big is a community it is and how popular the S7 Edge was. I know this is pretty old and hopefully you were able to resolve this before this message but I'm going to respond to this just so you don't feel like your question wasn't acknowledged at all. I have an S7 Edge through Verizon which uses the Snapdragon processor. And I will find a link to post for you that although the method says it's discontinued I rooted my phone through this method and it works fine. The only reason that you would have to wipe your phone is if you're changing firmware as far as I know. I've rooted my phones and did not have to wipe them. I kept all the data and everything.
Before I lift this you are also asking about an application that you could use to back up your phone and that would be Samsung smart switch. It has a companion app for the desktop and it sinks to the phone and it'll make a backup of your data.
Now on to the root method all props and praise goes to the people that worked to give this to the people I'm not good at doing all this **** and I'm not meaning to step on any toes I'm just trying to help you since nobody did for two ****ing years.
To root

BELOW IS THE ROOT AND MOD FOR THE PHONE!!!!!
Follow this method to root:
1. Shut off the phone and boot into download mode (volume down, home, and power). Use Odin And Flash Nougat_S7_Edge_EngBoot.tar.md5 In AP Slot
2. When the phone reboots, unlock developer options by going into the phone settings scroll down to 'about phone' find the build number and tap on it repeatedly after several times it will unlock Developer Options then back out once and in your settings you should have a new option on the very bottom called developer options go into that and enable USB debugging and Disable Verify Apps Over USB.
Plug the phone into the computer and make sure you have adb and fastboot installed to this location
C:\Users\YOUR PROFILE\AppData\Local\Android\Sdk\platform-tools
go to that folder and inside it hold shift and right click then click on 'open command window here'
then in command prompt type
adb devices
then hit enter.
The computer should automaticly detect and run adb
3. Unzip the Nougat_S7_Root_2_82_All_Carriers_V2.zip and hold shift and right click then click on 'open command window here'
In the command window type root.bat then press enter from your PC.
4. This will install root when done phone will reboot
5. The process wipes dalvik cache so it will take a few minutes to reboot
6. If having problems getting Grant SuperSU dialog to come up you can delete the SuperSU app and root will be granted instantly to all root request

Did you try every single thing but nothing works?
Well, did you right click "Odin" each time you go to open it and then click "open as administrator"?
Sometimes you have to try several different versions of Odin.
But I have found that Odin3 v3.12.7 was the one that would work when the others had not.
I always would forget to also open Odin as Administrator.
It's a pain in the neck to have to remember to open as admin every time.
But you usually have to do it.
Did you check that ADB had started? Maybe that might be the reason it won't work?
But I doubt it! But you just never know and I am just trying to help you get it flashed.
It's a very quick flash and you can see that the PDA load was very quick as well.
But as far as the errors, you just have to keep trying...
Which I mean, you sometimes have to open, close, reopen Odin when it doesn't work.
Sometimes that helps, sometimes it doesn't.
It's all about the right Odin version at the time
making sure the cord is good
Opening Odin as Admin
And keep trying again after restarting your phone by holding the download mode button sequence again.

after you flash your stuff change the date back. and you're good.
I know this all seems like a lot and it seems very confusing but it's pretty easy if you just follow the directions this will not wipe your data. Please do research, read through the forms and just tried to get as much knowledge as you can before you go about doing this it's an easy process but it's better to go in with more knowledge, I hope this helps. If you have to reinstall the firmware make sure that you install CSC home so you don't lose your data
I've spent an embarrassingly long time on this last weekend and I believe there might be a small group of people that would appreciate the found solution for this issue.
tl;dr: When using opengapps copy https://gitlab.opengapps.org/opengapps/all/-/blob/master/product/overlay/PlayStoreOverlay.apk to /system/product/overlays reboot and the loop should be fixed. (Also make sure to have Family Link Manager and Family Link Helper installed as system apps).
The problem:
When using any custom ROM Google Family Link fails to be setup correctly no matter the opengapps version/size. The error is a loop at the "The Family Link Manager needs to be setup for this device" step and then it leads to a modal dialog "The profile manager is required for google accounts managed with family link.", when you click "Got it" you will be led back to the same page and a click to "Next" opens that same modal dialog again.
The solution:
The Family Link Manager (com.google.android.apps.kids.familylinkmanager) and Family Link Helper (com.google.android.apps.kids.flh) apps needs to be installed as system app (in /system/priv-app/). Besides that the PlayStore app needs specific resources set to make the callback intent to enable the Family Link Manager as Device Admin app work. Funnily enough there was https://gitlab.opengapps.org/opengapps/all/-/merge_requests/51 4 months ago but seemingly nothing copies that PlayStoreOverlay.apk to /system/product/overlays/, doing that manually using TWRP (or anything else that can write to /system/) does fix the loop and makes Family Link work properly.

Device: Moto G4 Play
ROM: LineageOS 17.1
I found that LineageOS has a built-in root feature that can be toggled. (That's awesome. Too bad it took me so long to find that out.)
My questions:
Does "Family Link Manager" and "Family Link Helper" need to be particular versions? Do they need to match versions? And what about just "Family Link"? That's a whole different version. I'm thinking that it either replaced the other two or it's just the piece you get from the Play Store, while the others may come baked in?
Does the "PlayStoreOverlay.apk" need to be a specific version.
In any case, should I copy all three of the Family Link files to /system/priv-app/?
Here are the steps I've written for myself:
1. enable developer options (tapping on the build number several times)
2. enable ADB developer options
3. enable root in developer options
4. On PC,
adb devices
adb root
adb remount

I see the files are there now and I get farther along my journey. I'm able to select which apps should be allowed and it seems like I'm almost done, but I don't get to complete it. I get the message again about the profile manager that keeps popping up and won't let me past it. (I checked again and it actually just crashes at that point.)

You definitely need to reboot the device after putting the PlaystoreOverlay as I believe it doesn't get loaded automatically. Family Link Manager and Familylink helper should be the same version (just get the lastest from apkmirror or so).
The Family link app itself is not needed as it's just the UI for managing other devices.
Where do you get stuck now? Do you have gapps nano or bigger installed?
If I understand my original linked lineageos thread correctly there should be builds now available which do copy the PlaystoreOverlay correctly. So maybe using a newer build for your device fixes the issue.

I think I did the nano gapps install. It's about 400 MB. I'll look for a newer build that has the correct PlayStoreOverlay. Maybe that's the easiest.

I did a factory reset and wiped everything. Then, I reinstalled LineageOS 17.1 and the latest GApps.

(I tried to install the "super" GApps, but found that "mini" was the largest bundle that would fit on this device without resizing the partition.)

"Copy apps & data" - Chose "Don't copy".
Signed in with my kid's account.

"Review apps" - This is where I select which apps to restrict for my kid. "Next"
"Google services" - "Accept"
"Protect your phone" - Screen lock settings.
"Access your Assistant with 'Hey Google'" - "Skip"
"Access your Assistant without unlocking your device" - "Skip"
"Anything else?" - "Done for now".
"LineageOS features" - leave "help..." selected. "Next".
