Here's a copy/paste of a chat I had with a Dell rep. earlier today regarding whether or not the Streak was sold unlocked in the USA... I know the answer already but had to ask anyway:

BE_HY_sannie_j Hi Cary
1:13:44 PM
cary hello. i want to know if the dell streak will be sold in the usa with no sim lock. right now both models being sold are locked to at&t. thanks.
1:14:00 PM
BE_HY_sannie_j Great! Glad you chatted in today, I'd be happy to help you with that.
1:14:45 PM
BE_HY_sannie_j you can get it with at&t unlocked for $549.99
1:16:05 PM
cary even at that price i can only put an at&t sim card in it. others will not work. will there be an unlocked (any sim) version in the usa? dell did this in the uk... started out selling an o2 locked version then followed up with an any-sim version.
1:18:21 PM
BE_HY_sannie_j if you want to get it unlocked its for $549
1:18:26 PM
BE_HY_sannie_j and if you want to get it locked with AT&T its for $299
1:18:41 PM
BE_HY_sannie_j if you buy for $549 you can install your own sim
1:19:35 PM
cary this is not true. dell's web site explicitly states both versions are locked to at&t. the only difference is one requires a 2-year contact.
1:20:26 PM
BE_HY_sannie_j if you buy for $549 its not locked
1:20:44 PM
BE_HY_sannie_j its only if you want to get it for $299 it is locked with AT&T with 2 years contract
1:22:07 PM
cary did dell just change this? everywhere i look (inside and outside dell's web site) states all usa dell streaks are sim locked to at&t.
1:22:11 PM
BE_HY_sannie_j you can install your own cards like Verizon or any other sim on the streak if its for $549
1:22:34 PM
cary can you wait for me to find and copy/paste?
1:22:36 PM
BE_HY_sannie_j yes its Sim locked with AT&T only if you buy for $299
1:22:56 PM
BE_HY_sannie_j you will have an option to activate with AT&T and the price will be $299 other wise it will be $549
1:25:17 PM

cary from mobilewhack: Typically, when you purchase a new cell phone you’re forced to lock yourself into at least a 2-year contract which nets you a nicely subsidized device. However, if you chose to buy the device outright for the full retail price you usually expect to use it on whatever carrier you want. With the Dell Streak, that doesn’t seem to be the case.
According to Dell’s Lionel Menchaca, the $549 version of the Dell Streak with no contract will still be locked to AT&T.
This is quit the bummer for those who were looking to purchase the Streak and then use it on a carrier of choice. But oh well, for those of you looking to pick the device up it will be available later this year when an unlock is sure to be made available at some point.
1:30:52 PM
BE_HY_sannie_j if you buy streak for $549 you can
use it on a carrier of your own choice

cary from androidcentral: PSA: Dell Streak still locked to AT&T when you purchase it off contract
Posted on Monday, Aug 16, 2010 by Ali Fazel
The Dell Streak, the new not-quite-a-phone-but-not-quite-a-tablet-either from AT&T is finally here. We've already detailed the pricing and some of the features and specs of this odd little device, but there's a little point worth remembering. Even if you purchase the Streak off contract, it's still going to be locked to AT&T. You'll be buying it unsubsidized, not unlocked. And that's true of any other phone on AT&T -- or any other carrier, for that matter.
1:33:41 PM
cary i need definitive proof what you are saying is true. your statements contradict everything my research says about the streak: it is locked to at&t at either price.
1:34:32 PM
BE_HY_sannie_j yes, it is for any other carrier but you can still get your choice of carrier installed
1:35:25 PM
cary thank you for your time.
1:35:42 PM
BE_HY_sannie_j is there anything else i may help you with
1:36:34 PM
cary apparently not. i strongly suggest you know what you are selling and represent it accurately to potential customers. thanks again.
I couldn't take it any more so I had to stop the argument. No wonder Dell rates so poorly in the support department.
That is SOOOO FUNNY because it is almost the exact same conversation I had with a rep. What happens is, you buy it .. you return it and Dell gets to use $549+ anything else you buy for maybe a month until you can get it back to them and THEN you gotta wait for them to credit your card. It took me 4 days to get a RMA number .. THAT's INSANE .. if it took that long, how long will it take to get my money back .. They stalled me another 3 days promising to send me an unlock code. How many people in the same boat as me?? At $550+ .. Dell is getting A LOT of INTEREST FREE MONEY .. Dell must be hurting financially.... It feels like that is their intention .. to get MONEY FOR NOTHIN' ..
Hi all
I hate to say it but Dell are a complete joke their customer service reps whilst meaning well and trying to be helpful are utterly useless and i should add talking to manager is no better either as even when they say they will call you back with more information they don't so you have call them back to repeat everything over and over to each new person.
Long story short got my streak on launch and it developed a hardware fault flashing Home Menu back keys and constant reboots because it's over 28 days it has to be sent of and the returned. It's taken 9 days to be collected by UPS seriously 9 freaking days and will take up to another 10 days for return i wonder how long that will turn in to? Customer service are rubbish and i just bought a Galaxy S the Streak as much as i love it will be sold on its return I'm not dealing with this **** again if anything goes wrong and there are to many reports of faults for me to any longer feel confident in Dell or their support of their product such a shame for such a nice product.
Marc
their "mobility" team is a bunch of idiots sitting in a room in india. I had a really long conversation with 2 of them earlier today trying to order the streak and you can hear them all in the background laughing and throwing stuff around and just having a good old time. there were several times i had to tell the rep that i couldn't hear him because of his background noise. also i think at one point one his buddies either pushed the guy off the chair or phone off the desk, something along those lines.
long story short, i hung up frustrated not knowing exactly what happened, although i told them to "cancel the entire order" several times after the total was over $800 for a streak with student discount and with At&t 2 year contract!

I am going to London for a few days and want to buy XDA II. I have spoken with a shop in London and they said that they have it in stock and start selling on 1 November. I need a piece of advice from those who live in UK. I was told that the phone will be sold with a contract only.
1. In order to buy a contracted phone, do I need only ID and credit card or I need a permanent address in the UK as well?
2. What is O2 policy on early contract termination? I could not find anything on their site.
3. If I pay cash and leave the country does it mean that I am not paying early contract termination fee since they do not have my credit card number and I am not the UK resident?
4. Any ideas how to buy XDA II in the UK at minimum price in my situation?
Many thanks.
I bought the XDA online.... (original)
When I went to register it with O2 they checked through the deal I did with the link....
If I had not confirmed the registration when I purchased the device I would have been billed the full amount after a certain time.
If you buy a phone they will run a credit check including where you worked last....
If you terminate early I know many people that have been billed the full price.
sorry but it appears you have no option here. catch 22 situation...
hope that helps.
Ian.
Sorry my English is not that good. What 22 situation means?
What if I ask a friend of mine who lives in UK to register on his name, can I pay with my own credit card or it must be his credit card? In this way I would pay the charges for early contract termination from my card. Depends how much it is à course. Anybody knows how much O2 charges for early contract termination?
catch 22 - from the film by the same name... I think
basically you do it one way... you get screwed, you do it the other... you get screwed.
If you get your friend to register it you might be able to get the registration transferred over but your friend would be putting a hell of a lot of faith in you.
The cost for early contract termination is the cost of the phone without contract plus any extra charges O2 wish to lay on you. The XDAII is what £700 without contract? (speculative price)
either way, I wouldnt like to be you or your friend when you terminate the contract early.
sorry,
Ian.
I've got an idea. I ask my friend to put XDA on his card and purchase the insurance for the phone as well, while I pay cash back to him. Then I leave the UK and he reports XDA stolen or lost and gets a brand new XDA for himself for free.
Is it very illegal in UK to do in this way?
I would prefer a more legal way to get around.
errr it would be very illegal...
like insurance fraud illegal...
if it wasn't everyone would be doing it...
please dont suggest that here again...
I had a feeling that it's illegal
But is there a legal way??? I would appreciate if somebody will give an idea how to do it legally. Somehow a lot of phones are getting out of the coutries of origin, get unlocked and sold. So there should be a way I believe.
lol how could it not be illegal i mean they have to give him 2 phones at the price of one
if it were not who would stop people from doing the same thing with cars
and figtherplanes for that matter

Yeah thats because the supplier can source the items from other dealers (like when buying MS software)
but that usually doesnt happen until the item in question has been out for a few months... with the XDAII being so new their will likely be limited availibility... so I'd imagine getting one with a contract below the RRP O2 is selling it for will be hard enough never mind buying once cheap without a contract.
the phone when released is subsidised by the operator in the hopes they can make up development costs with the contract. They may begin to release phones to other parties after this time but they wont so close after the release date.
Ian.
P.S hence why that XDAII on ebay is so dodgy... where the hell did he get it from? (if he actually has it in the first place)
http://xda-developers.com/phpBB/viewtopic.php?t=3270&highlight=ebay
There are phones available really soon after the initial release in the country of origin and sold usually in small shops (not chain mobile shops). That means that somehow the phones are purchased somewhere at low cost with a contract (operator's logo on the phone) and then shipped outside the country, get unlocked and sold. Which is probably not 100% legal scheme but if they can do in bulk means that there is more or less legal way to do it.
O2 are like pitbulls when the go after their money. I dont think they will allow early termination, so add up 13 months at the chosen tariff, put that in an account then each month it will be drawn at the monthly tariff by O2, when 12 months expire give 1 month notice and thats it. If it still seems cheap this way then good luck. Regarding the insurance claim, the phone companies now demand a written statement from the police and the owner, they have got very upset at all the claims and investigate each claim. I dont think a phone, no matter how desirable is worth a criminal record.
What is the situation with existing O2 customers? How much existing customers pay for a new XDA II?
Let's say my friend is an existing O2 customer and he buys XDA II. Can he sell it then to me and use the old handset instead?
I need some help
Cor I wonder about some of the Posts I read here.
Can anyone help me out with the Keys and combination for the Store room at O2 head quaters.
All plans and electrical documentation along with type of cctv and alarm systems would also be helpful..
If you work there then perhaps you could leave all of the stock on the Road outside the rear door. Please post a note here to let me know this information
I assume that it would not be so bad if I just rob them directly rather than do it behind their back.
Is that Legal.?. after all I am not making some bad insurance claim.
.... Well I am laughing....
i wanted to buy the dell streak today nline. I am from chile and wanted to order it from dell.com. it ask for a USA shipping address which i don´t have, i entered my mothers address from tennessee and tried paying with paypal and again i couldn´t because the paypal account is from chile. How can i Buyt the phone?!
I am no looking at dell streaks in ebay but i´m not sure if they will be ok.
What should i do?
I was in the same predicament. I live in Canada and didn't have a credit card with an american address, so I went the Ebay route. I was trying to avoid it at all costs but it worked out in the end, and I'm enjoying my Streak.
good to hear that, i just ordered one from ebay also, it said its unopened, sealed box. Although it´s not unlocked, i´ll try to get the unlock code from at&t and if that doesn´t work i´ll get a rebel sim
was gunna say i bet you could pay somebody else to order it for you and ship it to Tennessee but i see youve already ordered one...
I'm about to order one online too, I'm in the US so dell.com is ok, especially since they have a "Get a $100 gift card with the purchase of a Streak" (you can't use it right away though so it's not very convenient for the car/home dock)...
What I don't like is the "For use on AT&T network only" - makes no sense they should sell a locked version with no plan for $549.99! Has anyone bought one like that and they got an unlock code from AT&T ?
the one i got from ebay was locked to at&t aslo, as soon as i got it i called at&t and told them i had a dell dtreak and needed the unlock code, the rep asked for my imei and 30 seconds laer gave my unlock code. the whole call didn´t last more than 5 minutes.
That's nice, are you an AT&T customer? Someone said you had to have an account with them "in good standing".
If anyone knows about the restocking fees from Dell on a Streak I'd be interested, in case I order it and don't like it ;-)
no, im not an AT6T customer. I live in Chile and told them that also when i called.
Just a quick question...
Does anyone know if Amazon wireless will pick the Samsung Note from ATT up? I have about $300 in amazon giftcards and want to use it towards the note from ATT. Just wondering if I should wait to get it or spend the extra couple of hundred bucks to get the unlock one? Currently have Nokia N97 (I know...) with 10 unlimited family data plan. Will ATT force a data plan on the unlocked Note as well?
sighs... turns out not to be a quick question..
also wondering about this . . . can anyone guess for us based on past releases?
They still don't have the AT&T Pantech Burst which I think came out on the 22nd . . . so that's not very reassuring. But then again, no one was exactly eagerly awaiting the Burst. . .
I talked with an AT&T rep and an Amazon rep today who both told me they usually launch phones at the same time but they wouldn't give me any details.
---------- Post added at 04:13 AM ---------- Previous post was at 04:03 AM ----------
main reason I'm interested in amazon is there's no sales tax . . . in Cali we get charged sales tax on the full retail price of the phone, not the upgrade price. With my local sales tax it's over %10 I'll be paying on top of whatever AT&T makes the off-contract price
So what about:
1.) Preorder ATT note 3 for $299.
2.) don't open box, and sell it for $650-700 on ebay/craigslist
3.) buy TMO off contract with unlocked bootloader for $709+tax
profitt?
Will have paid $300 for a Note 3 that has LTE that has unlocked bootloader.
4) Pay ETF from ATT
I don't think Att will let you out of the store with an unopened box if you bought it with a contract extension. In my case, they opened the box in front of me, put my sim in it, activated it, made a call with the new phone, had me sign all the paperwork, then let me go. Anyone? You could however try selling it afterward though already opened.
Of course given what I've read about the range of experience found in their employees, if you asked enough times in enough stores, you could probably find someone who'd let you do it - even if it was against policy, for the simple reason that they didn't know it was forbidden.

No, you don't have to let them touch your device. I've bought numerous phones the last year or so and I never let them handle my phones. I've always opened the box there though and inspected the device for defects. Just so I don't complete the purchase and then find a defect later and have to use my one exchange.
Also, I'd never sell a device unless I had inspected it first.

I don't think he was planning on actually cancelling his service. It sounds to me like he wanted to sell the AT&T Note 3 with the locked down bootloader so he could buy the T-Mobile version (which is at least rumored to not have a locked down bootloader) and then use that T-Mobile version (need to get it carrier unlocked) on his AT&T line. He wouldn't be charged the ETF if he doesn't cancel his AT&T service.
I got iphone 5s, sold it and now waiting to get note3

How do you get tmo off contract ?
I mean , at this time there is no option to get the phone off contract
What I did for my wifes last phone is bought the phone with Amazon wireless (works for upgrade or new line). They sent me the phone in its box and I sold it on eBay as brand new. Worked perfectly.

Just to clear it up cuz my head is spinning with random bits of info right now.
I am on AT&T and if I were to get the Tmobile version of the phone everything would be as if I had gotten the art version with he exception of the boot loader right?

not leaving ATT, preorder arrives via FEDEX unopened, was hoping someone would confirm TMO LTE working on big orange. still unclear obviously
going to be tough not opening that box, whilst waiting for Mircury to validate TMO LTE on ATT
yea im in a jam too. i have so much best buy credit and whatnot i was going to be paying ~$200 for the phone in full (ATT) but after all this going on I'm trying to see if they will be getting the tmo version and then i can just run to a store unlock it and go from there. But if BB doesn't end up selling the tmo one then I would have to spend that extra $500 just to get around ATT's stupid locks =(
Buy from Negri. It is already going to be unlocked and it's cheaper.

like I said the problem is I am saving $500 cash by using BB reward zone stuff. technically if I were to buy it from Negri I would be spending more "cash" then if i were to buy from BB. I basically just don't have the funds atm If I go any other route.

I don't get what the problem is. Just pay full using your BB cash and sell it for about the same price on craigslist or ebay then use the money to buy TMO version
Yea if it comes to that I will do that but I hope I won't have to.

How to....
BUMP.... Same question?
NOTE: this is a legal and legitimate question
I travel A LOT and have a box of 20 different (ACTIVE) sim cards, most places don't support AT&T (my US carrier) plus I want to keep the same foreign number that I had for the past 5 years. Anyway, I have a legitimate need and as such the carrier will unlock but their rules have apparently gotten really strict. [I flew to Canada when I bought my iPhone4 so as not to deal with this.]
T-Mobile requires 40 days of service or will unlock for military after the grace period (14 days) is over
AT&T requires 5 months of service
It just not right! Especially when I paid $720 for my phone -- the no contract price from TMobile ($660) plus 10% California tax.
I even paid this service (http://www.unlock-code-world.com) to unlock my phone and they came back after 2 days and said they couldn't do it. So, don't go to them for S5 although their price was REALLY good ($5.99).
So, what's a guy to do?
My plan is to return my phone to TMobile today and rebuy an AT&T one and try their customer service because I got no where with TMobile, even after requesting a supervisor.
I'd actually like to know this myself.
I don't want to root or flash any firmware, which is why I'd like to buy from the UK (as I've always had their firmware previously)
Happy to pay for an unlock code if that's the way to go, but are they reputable?
If you buy the phone from a online store (not a service provider) it will be unlocked. If you buy it under contract then it will be locked to the Network, at least Vodafone is.
I have tried to get an unlock code but the IMEI numbers are not in the databases yet. Most places online selling these are reputable and you get the code pretty quickly via e-mail, well if they can provide it that is.
For my phone, even Vodafone did not have the unlock code so have had to go back to Samsung for it.

If you paid full price call customer care and tell them that you need a sim unlock code for your phone I had my note 3 for a week not paid in full but on the EIP and I've been a long time customer I told them what I needed and they took my IMEI and emailed me back with an unlock code within 24 hours, they will do it for you easily since your phone is paid for trust me.

Not TMobile -- I called multiple times and even waited for a supervisor. PLUS multiple visits to the store.
I bought another one from AT&T yesterday and can hopefully get my money back from T-Mobile without a restocking fee (which I just learned about).
My whole S5 purchase has been quite a nightmare but the phone is cool.
Recapping...
Pre-ordered from Radio Shack to save $50 but their price was $100 more than AT&T so that was not good -- also forced to buy a $50 nonrefundable gift card in order to get the coupon. Then, they tell me later that the $50 coupon was only for people who bought plans but I clearly said that I wanted to pay full price and have no contract. [ Going back to talk to manager there to try and get them to give me my $50 deposit back. ]
Bought a phone from TMo for $720 (with tax) and they salesman told me it was unlocked. Multiple calls to TMobile, etc. no luck. [Going back to return that phone today.]
Bought the phone from AT&T yesterday only to find that I can't root it -- yes, they have a $35 restocking fee. Unlocking from them requires all these things but I'm hopeful that I can at least have that part.
TMo version (G900T) could be rooted -- and mine was so I'm hoping they miss that when I return it. AT&T version (G900A) has a locked bootloader so my understanding is that it will not ever be unlocked by the simple Chainfire method.

They said they'd unlock but I had to be a customer for 40 days -- no, I wasn't previously a customer. 40 days won't work for me because I have an AT&T GoPhone plan while in the US and I'm leaving this weekend. Besides, I didn't want to subscribe to the TMobile one which is waaaaay more expensive.
I spent $40 for two phones for 5 months while in the US. My wife and I don't talk/text a lot and I use Skype out for all my voice calls. It also seems that I always have Wifi in SoCal -- especially since I get my home internet from Time Warner and they give free wifi coverage.
$0.10 per minute and $0.20 per SMS and only when you use it. :good:
Sorry to hijack this thread.
I really want the same answer.

I think they are afraid that if they give you an unlock code and you unlock the phone then you will sell it, I think that was included in my conversation with customer support when I requested my unlock code but I assured them that was not my intentions, also being a customer for at least 40 days would makes sense, because I believe that I did read that in the support section for unlocking prerequisites, I wish I could help you but it seems the only method would be to buy an unlock code which I hear is a fast process and I've seen them advertized pretty cheap under $30.00 US, wich is not bad because if you ever decide to sell it, unlocked device's are always worth more.

Thanks!
Worked for me UK Vodafone handset.
Either all IMEI unlock codes have now been released to all databases or these are the only guys that have them at the moment. I tried a couple of online places last week and they did not have the unlock codes.

Should do! Try it, if they cannot provide an unlock code they will refund you straight away.
I usually use this site: http://unlockphonenetwork.com/
They always when i had a phone to unlock they did it flawlessly.
I had a AT&T phone and needed to get it unlocked, found it cheaper then anywhere else.
Cellunlocker.net sells it for 29.99$
Unlockthaphone.com 34.99$
and they sell it for 24.99$ which is awesome!
