You will have some fun with this brand new QVGA theme based on the Windows Mobile 7. To complete the look as shown, you will need to install the following today screen plug-ins:
MadBeetle
SmartMonitor
Register is required but it’s free with MadBeetle and Smartmonitor. (Download the package as .cab file)
SmartToolkit
theme, it’s included in the theme cab. The cab will create the WM7 folder under Program Files/SmartToolkit/skins and dump the required files into that directory. All you have to do after that is go to Appearance, in SmartToolKit and change the theme. [Download at Smartphone-Freeware

It's for smartphones only, i'm sure someone could recreate this skin with WA/WAD or one of the other programs.
I hate windows, but i must say, i like how that looks. it would make me willing to take the memory leak with wisbar to run it...

How do you install this....i put it in my windows folder and it says i can't replace the welcome screen? Also, the sound and other animation doesn't work....?

you are put files in windows folder?

you need HTC StartupAnimation for it to work. It supports animated start up and startup sound. But as for the startup saound, I use audioboot.

Unzip and copy file to program files/windows media and drop the folder in
Then open windows media player and play a song doesnt matter wich one pause it and then hit menu then options then skins It takes a minute to load all your skins then hit next or previous till you see the skin once you see it hit ok and your done
If you have landscape and it dont show just open the media player in landscape and choose the skin while its in landscape
