Isnt the res meant to be 800x480 not 288x480?

Resolution is 800x480... why do you think your res is 288x480?

Because that picture took direct for pocketscreen app, check properties says dimensions are 288px × 480px

Have anyone have issue when play low res video,it look not smooth / pixel not smooth?
