As reported here, Microsoft is now testing and signing WM applications for free, a process that used to cost $800. In addition, there is the distinct possibility that the apps will be automatically added to SkyMarket in the future. The official site to register applications is below:

Is it just me or r the mods not being very polite lately. I mean maybe they need a copy of the rules. I think one of them posted the one about being polite and respectful yesterday. Either they didn't read it or once u reach "semi God" status in these forums does it not apply to you anymore.
