I try to flash USPL but it display "The sytem cannot execute the specific file" how can I solve this problem??

Hi, I want to install wm5 and tried to flash a rom with USPL. Jujst after the white screen I got the error message: Error [328]: Invalid Command, this update utilty cannot be used for your pda phone. Please check your update utility. What Can I use to flash my rom?
I wanted to try Lineage on my Huawei P9 Lite VNS-L21, didn't like it, so I want to get the phone back to original state.
Restored backup (system version VNS-L21C432B388, Nougat 7.0), unrooted, flashed stock recovery but now I dunno how to lock bootloader. Flashing original boot.img doesn't solve the problem, also command "fastboot relock/lock bootloader" doesn't work, so does not SRKToolHuawei - when I try to relock bootloader it says that "root type is risk". Dload 3 button metod doesn't work too, upgrade stucks on 5% and it than it says that "software upgrade is failed". ERecovery doesn't help too. IF anyone knows what else can I try let me know, I'll be grateful. Thanks in advance.

My phone is a xiaomi mi a2 of 64
The problem is:
After blocking the OEM with the "tool all in one", my phone issues a warning "your device has loaded into a different operating system" and then shows "the software device can be checked for corruption, please block the bootloader"
Is there any way it works normally?
You locked the bootloader with an uncertified/modified version of Android.
Unlock your bootloader (oem unlock, flashing unlock, flashing critical unlock), flash the stock ROM and then you can lock it again.
Flashing unlock is no allowed

When I try to do that I get "flashing unlock is not allowed" try the various tools that are on the platform and writing them manually, I get the same.
How could I unlock it?

Well, that was the only solution, thanks for all the help.
I have been trying to fix my device it is stuck on boot screen. I tried to flash stock rom using miflash tool but it gives this error. There are no white spaces in path of the file but still gives me this error.
Have you unlocked the bootloader?

Introduction:
HTC started to use hosd partition to verify version number when you try to flash RUU since I do not know when for that I have been fairly unaware on HTC devices. A signature error 132 is returned when you try to downgrade with only a changed version number after reading Golv's downgrade guide. Which as a result I decided to write a new guide with a more general but not detailed guide for those with basic understandings of how to do this.
Requirements:
You have read those four threads above
RUU Decrypt Tool and Internet connection
RUU file that you would like to downgrade to
TWRP recovery
HTC adb and fastboot drivers installed and you have no issue finding your device in adb & fastboot
htc_fastboot
Steps:
Use RUU Decrypt Tool to decrypt your RUU using firmware option -f. You need internet connection to do this.
After completed, look for hosd.img in the output folder.
Change version number using Golv's method with HTC Version Tool. You can find it as the attachment.
Flash hosd.img file in bootloader, not download mode.
htc_fastboot flash hosd [pathToHosd.img]
Reboot to Download mode. If successful, the OS version will be the same as your RUU file that we would like to downgrade to.
Flash RUU in Download mode and it is done.
However, if your HTC U11 is the same as mine, Single SIM US Unlocked (WHL), you can just grab the 2.42.617.7 hosd.img that I extracted earlier which is in the attchments.
