I doubt they would sign it until the final release version. The pre-release ones would most likely only be usable on development phones.
Maybe this is for the early update firmware and at Sept. will be getting 2.2

... maybe they have to leak a "root/bootloader - thing" to fight the strong wind which is blowing
... i spoke with a provider representativ and he told me, that the company he is working for, is also angry about SE
because of good hardware/bad software, X10 with 1.6 is bad for their android marketing strategie (against the new iphone) ...

TBH if you want that buy an iPhone.
I used Miui, and while it's good it just feels lacking. I'm not sure if it's the fact it's neither Android nor iOS, but I find myself installing ASOP or something like CheckROM.
Now ICS has been released and it has a much better UI I think MIUI is going to take a hit.
