You have a Qtek version, and you're trying to upgrade to O2. Just get Jeff's XDA-developers Special Edition ROM exe file and run it. It's a 3.17.03 with extras, and it will make you happy.

thats strange as its on the second mirror, just checked it on the topic its posed in. u have to scroll down the downloaders page and enter the code shown.
