I already gave you the answer:
Windows 7 doesn't support ActiveSync anymore. Since Vista there is another program for accessing PDA devices. Look over here - its called Windows Mobile Device Center.

No. You still need Windows/Linux/Mac with the SDK installed.

Unfortunately there is a bug with the windows sdk that makes developing on some phones a pain in the a##, because it fails to connect to the phone so you can't deploy your app to test it (could be ok with the a500 - I haven't tried in windows). I would suggest you install linux on a vm and use that instead. There is no need for drivers with linux and everything works flawlessly. I'm not trying to "convert" you into using linux or anything - the bug is Google's fault (not MS) and they are aware of it but don't seem to care. I installed a linux vm just for developement and use windows for everything else that can't be done on the iconia.

[Q] Problem with recognizing S3 Neo on a Win. XP 64 bits s.o Edition.

Hi everyone.
i've been reading a lot about this issue and some solutions didn't work on my 64 bits edition s.o.
I also had a netbook running xp 32 bits and the solution of "upgrading the windows media player" works but in the 64 bits no.
I don't know if there is any kind of solution for this or i will have the change the S.O to Win 7....
Cheers.

Maybe you need to reinstall the USB drivers. Install kies or download the usb drivers from samsung's developers site : http://developer.samsung.com/technical-doc/view.do?v=T000000117
