Well, why not bring it back to the seller and have it replaced? If it is new, like you say it is, then you should also have warranty. Are you really sure it is new? Most of the time there is an obvious reason why it is blacklisted... you do the math.
thats all well and good but it was bought of a street trader and according to o2 it went missing in shipping so basically the MATHS isnt so hot .....
Its highly illegal and this site WILL NOT give you answers for this question.

Guys XDA senior member is a THIEF and he sold me a bad imei number cellphone(note 2) last week in NewYork for $500 and it seems he has been doing this business on online forums and craigslist for a number of years.I regret being a victim but do not want you guys to be part of his cheating business.He gave me he box which has different imei than the actual imei number of the phone.This guy is a professional thief who is well educated but for the very wrong cause.He might change his id but his name is Mike/Waqar Khan and do not deal with him.I want you guys to respond if you have similar experiences in New York/any other city.
MOD EDIT : Contact the Police, or XDA via the contact us link (only If he is selling on XDA).
Once I purchased a phone from local telco, imei number on box does not match phone. On the spot I asked the sales rep and swiftly they found the correct box with the correct imei number. The phone inside also have a different inei number. The telco branch manager doesn't seem pleased and I suspect he will start up a storm after working hours...
My point is it could be the seller mixed up the box. They do open it sometimes to check contents.

If you have something to report to XDA, use the "contact us" link found at the bottom of every page. We'll look at it.
One think though, XDA cannot take action for anything that occurs off of XDA, exercise due diligence when buy mobile/cell phones over the internet

Samsung galaxy note 3 which is on meteor network (Ireland) and it was also insured and the lad claimed insurance on it so its blocked now...
so i was wondering is there any way that it can be unblocked and used on a different carrier e.g. Three/vodafone/o2 (Ireland) ??
if there any way please let me know so i can buy it

He did not like the phone so he went back to the shop to return it but they would not take it back because there was nothing wrong with the phone so he claimed insurance on it...
he has the box and receipt for it...
so is there any way it can be unblocked?

Probably nothing you can do because as far as anything official is concerned it's now a stolen phone especially if the carrier paid out an insurance claim or gave him a replacement phone. Trying to activate it on another carrier might even get you a visit from the police (for having 'stolen' property or for fraud). Probably the best course of action would be to just return the phone to the carrier saying that he 'found' it or that it was returned to him or something and call it a lesson learned...
It's Black listed and therefore it won't work anymore without doing some illegal stuff to it. Don't buy the phone unless you don't want to use it as a phone. .... Just a multimedia device.

It's people like him who are causing rising premiums on insurance - it is not a "victimless" crime!

Hello, few days back I bought a Samsung Galaxy S5 from dude near the hypermarket. It was on good price but screen was cracked but I paid for repair and now is everything fine. My problem is, that I think that phone was lost or stolen by previous owner and I´m afraid, that police will go after me and they´ll took that phone back. My friends told me that police can track lost or stolen phone so now I´m afraid of it. I paid 200€ for phone plus 50 to my friend for fixing the screen. If they take that phone back I would simply lost 250€.
Is there any way to change IMEI or to do something for prevent police of track that phone?
I tried this method and IMEI is "changed", but I think that is only the mask and real IMEI is still saved in phone.

They will do nothing, stop being afraid, and mod the imei is illegal. don't be scared if they catch you it will not be about a imei of a phone.

Really? I know some cases when phones were given back to their owners, and if I spend 250€ on phone it would be just money thrown in air... Also, I don´t mind about ilegality of changing IMEI, my trade wasn´t legal at all.
And what do you mean by - don't be scared if they catch you it will not be about a imei of a phone? - They can localize me by IMEI number or?
xda is a legal website, so here nobody will tell you how to change imei ...
and they will not call fbi for a phone ... they have others things to do !

Okay then, I was thinking that it is casual thing what people are doing with their smartphones these days. On my old old HTC phone i got broken imei or efs files after flashing roms and kernels and I wasn´t able to connect to GSM network. Someone fixed it by changing these numbers or something, I really dont know, I´m not into these things at all...
Maybe I should better use my old Z1 compact, I got worries now. :/ Anyway, thanks for all responses....

Check out this thread, this is as far as you'll get on this site. XDA is an american site and changing IMEI is illegal in USA, hence no one's allowed to give you a concrete solution. Don't ask me because all I know is in the below thread.

If this "dude" is a shop then I would take it back to him for a refund. You bought this in good faith so he is the one who will get the police after him (if at all). The question is why do you have reason to believe the phone is lost or stolen?? If it was then they would most likely ring their provider and have the IMEI blocked.... if that has happened then the device is as good as dead. Changing the IMEI is illegal in almost all places...

Well, that dude is shop, but he sold me that phone without papers, warranty etc. Price was really good. New S5 cost around 400€ at my place. And I think it was found or stolen, otherwise he would give me warranty papers and all those things... And I think, that in my country they cant just blacklist IMEI. I´m going to visit that man after christmas and we´ll see....

my Problem is that i buyed my father a new phone. he lives in turkey and if you want to use a phone longer than 1 month in turkey you must register it. otherwise they block your imei and you cant use the phone. so i want to change the imei from the new phone to the old one what is registered, otherwise my father must pay about 150€, and thats not okay. i bought the phone in media markt germany and i got the receipt. i think its not okay that you have to pay that money to the state, if you buy a new phone.. thats crazy and much money for nothing. the older phone is a galaxy s2 what has a registered IMEI and i want to change the IMEI of the new phone to the older ones, that he doesnt have to pay for the new phone. so my question, can i do a EFS backup of the galaxy s2 and restore it on a galaxy s5, is it possible? or is there another way to change the IMEI of the phone? in my opinion its not illegal in that way, cause i got the receipt and the original boxes of those phones. i am from germany so excuse me for my school english, i hope you know what i mean.

The IMEI is a number that is unique to every cellphone. In many countries, altering this number is against the law. If anybody here on XDA gives you information on how to do it, they'll be breaking XDA rules too.......
