Browser Benchmarks for my Note 2 using Futuremark Peacekeeper:
1. Stock app (internet): 785
2. Dolphin Browser with Jetpack: 661
3. Chrome: 654
4. Firefox: 456
Oddly enough, Dolphin supported the last HTML 5 features, despite its claims.

Apart from these kind of benchmarks hardly proving or indicating anything whatsoever, i find stock browser since jellybean to be the best stock browser ever.

Guess this would work if you have root to replace the s4's launcher with the one from the Note 3..?..

Try using a download manager like ADM which handles download intents from browsers that support it. I know it works for the AOSP browser on my Note 1 but I don't use the Samsung browser at all. I use Firefox on my Note 3 (as well as my Note 1) and it downloads anything I throw at it.
