The prompt message is:
A high quality voice file will be downloaded for the English (United States) language. To hear a high quality TTS voice, download a high quality voice file.
Upon clicking OK, I'm redirected to the Samsung store.
The thing is, to circumvent this, I've installed Google TTS engine. So I'm no longer using the Samsung's one. So why am I still being harassed to update the voice file for Samsung's TTS engine?
Update: I turned on Talkback, tried again, turned it off, and now... it sort of works. When I say "call home" it no longer echos "Calling home..." but just calls. Same for "Open Gmail". Right at the start it'd say "Calling home..." and "Opening Gmail..." before getting interrupted by the prompt. How do I get it to the original state but without the prompt?
Okay I fiddled with the settings a bit and got the answer.
It seems Voice Search will use Google's TTS engine if it's installed, regardless of which engine you select as "preferred" in Settings. But when Google's TTS engine is uninstalled, it will use Samsung's engine and produce the annoying download prompt.
To get it to recognize changes in the system (such as installation or uninstallation), you have to fully exit and relaunch the app.

Phone starts talking loudly, slowly, in drawn out very low pitch male voice.
It starts saying what sound like technical things, and then says some URL's?! Even saying " h t t p " and stuff.
I haven't attempted travelling with it, and the voice keeps repeating its codes after a bit.
It's so strange it feels like some ridiculous virus or malware.
Maybe the 2.2 RUU we got is malicious?
Help I'm scared!

Have you installed any text-to-speech libraries, and checking the option to always use those settings in your Settings for every text-to-speech thingy?
Isn't the default an American lady? Talks normally, not weird ****...
I installed the recommended one for Google Translate - eSpeak TTS.
But I even tried changing it back to pico and it didnt make a difference.
Actually right now, using the Listen to an example thing, enabling the checkbox for eSpeak TTS does make it sound like the guy I'm describing.
unchecking it sounds like a more normal female voice.
However, none of that would explain WHAT the guy is saying or why

i've already asked this same question when i had an HTC Desire HD but nobody could help me. Maybe i'll be more lucky this time.
I hate the default Text-to-speech output voice engine of Android. In italian, it's simply embarassing. In Google Maps it can't spell basic words like "first", "second" or "exit" and it doesn't read the streets' addresses; it simply says "turn right", "turn left" without specifying in which road i should turn.
So, i've installed Ivona Text-to-speech HQ with his italian male voice "Giorgio" and i think it's great. it speaks in a good italian and in Google Maps it even read the streets' names.
But i have a problem: sometimes Google Maps uses Ivona, sometimes it uses the Android default. Sometimes it uses for all the session the default voice, sometimes it keeps switching between the 2 voices (2 sentences said by Ivona, 1 sentence said by the default etc...).
I hate it.
Is there a way i can fix this? I've even tried to freeze Pico-TTS with Titanium, but it doesn't change a thing.

PicoTTS and GoogleTTS are two different things, try to delete both of them and just use Ivona, there is also the option to set which TTS as default in Accessibility.

Thank you, I didn't understood that Pico a GoogleTTS were different things. I'll try to delete/freeze both of theme, hoping it doesn't break anything.
I've setted Ivona as default TTS in the settings, of course, but it doesn't work anyway.

Freezing Pico TTS and Google Text-to-speech Engine seems to work, at least in my first tests.
By the way, i also wrote to the Ivona support and that's what they answered to me. No really useful:

Unfortunately this is a Google's mechanism therefore we are not able to fix this issue. Generally the Google Navigation picks the voice with the best responsiveness and that is why Default voice i picked from time to time.
The only thing we can do is to work on the voice performance, hoping this will meet Google's voice pick mechanism.

Uninstalling Google TTS Engine and Pico TTS seems to work.
Sometime the Google engine's voice comes back for a moment (i don't understand how this is possible), but Ivona TTS always gets preferred.

I got an X DE & now on Eclipse ROM there is consistent volume!
Disable Google Search from settings>app>all apps.
Install the attached apk. You must launch it one time to get it to listen your headset.
I use a Jawbone ERA 'streak 2 (the tiny one).
So much for the full set of Voice controlled accoutrements.
Seems no more soak tests are done by Motorola/Google.

I have no choice, the BT tone is that loud. But I have not had the time to determine the losses. I guess I have voice dialing only.

On my S5360 I would like to replace the default Pico TTS engine with Svox Classic with the Victoria voice - sounds much more human. I have downloaded and installed the engine and the free offer of Victoria for two weeks. However, when I go to Settings to set Svox Classic as the default, I find only Pico as an available engine. I tried starting the app in case it needs some further set-up, but it says 'Svox Classic is not selected as your default TTS engine - go to TTS settings'. So I am stymied, and the two week trial is being used up. Would it work if I bought the Victoria voice? - it's only £1.99 or something like that! How can I get the Svox engine recognised as one of those available? Many thanks for any help.
PS I have tried buying the voice (it is only £1.99) and installed it. The result is the same - when I try to open the app, it complains that it is not the default TTS, but only Pico appears in the settings menu.
PPS. Please ignore this; i have just discovered how to activate the new voice from the settings menu. Don't know how I could have been so stupid!
Rooted, installed Nova, disabled all Amazon bloatware. Kindle working great, only issue is Google Search will not respond with a voice. I'll ask what the weather is and it simply displays the result without telling me with the voice "It's 100 degrees and sunny." I'll ask using the mic button/Voice Search "who won the allstar game", no sound, no voice, just displays the answer. Have the latest google installed, playstore working fine, framework, etc. Got everything updated.

It's a bug in the Google app. I had the same issue with past updates. Whatever that last update did they broke the sound again.

I figured it out. Turn on Nova in accessibility options. Then say ok google.
I followed your directions and OK Google now works. I also hear the beep, but it still will not respond through a voice telling me what the weather is, or who won the ballgame. It just displays the information on the search app. Again no voice telling me if it's going to rain, or who won last night's game, Etc. I greatly appreciate you looking into this. So do you think it's still a glitch? I really like to hear the voice telling me stuff, I'm too lazy to read the info, LOL.

Tap Google app > three lines bottom right > settings > voice. Make sure speech output is on. Also make sure you have offline speech downloaded. From there tap settings under assistant at the top > tablet and make sure thats all set.
Speech output is on, offline speech is downloaded in US English, I turned on Nova and accessibility settings, and it definitely turns on and beeps when I say OK Google but I still do not get a voice response when I ask any question. The Google app isn't your default Assist app. I'm getting that are on the Google Voice match settings. I have already deleted Alexa completely from the phone. Using ES File Explorer Pro, with root. I have also enabled Google through ADB and disabled Alexa through ADB.

You basically need to download settings database editor and make the edits to secure settings. Make sure to grant settings database editor the proper permissions.
Thanks Dragonfire, started with a brand new Kindle from scratch. I accidentally bricked my old one. Long story short I started with a new Kindle HD 10, rooted, installed all the Google apps, followed all of the directions from the guide... I still do not get speech output, the Google voice does not give me the answer that I asked for. Only displays the answer. Maybe it is a glitch as you originally suggested. I disabled Alexa as the guide says, and I was able to do the voice match and everything. Google does not speak the answers. I only get the famous Google beep. And that's it. The sweet lady Google Voice stays silent.

Sorry I can't help more. I've not had this issue aside from the sound issue i had mentioned earlier, which was fixed by activating nova in accessibility.
