I was unsure whether or not this post belonged in the Windows Phone forum, or the Windows 8. However, it just makes sense to me to put it here, so I did.
I downloaded and installed the Windows Phone SDK 7.1 Release Candidate (http://www.microsoft.com/download/en/details.aspx?id=27153) because I have a (mango beta, ISV build 7712) Samsung Focus that has been developer-unlocked (InterOp-Unlock), and frequently sideload apps to it. Did it many many time in Windows 7 with no problems whatsoever. When the Developer Preview came out, I installed it on the same machine which I used to sideload apps from. I also installed the regular things, like Zune software (4.8). Now, whenever I open XapDeploy.exe (C:\Program Files (x86)\Microsoft SDKs\Windows Phone\v7.1\Tools\XAP Deployment) , I get this error message:
Exception from HRESULT: 0x89721800
I have tried to work my Bing magic to no avail. I have tried many of the solutions found on forums online to fix this, but to no avail. I have uninstalled, reinstalled, and repaired the Windows Phone SDK 7.1 Release Candidate with no fruition. Does this work in Windows 8 at all? If yes, then how can I fix my problem. If no, are there other XAP deployers that *do* work in Windows 8? Please help!!

Yeah, that one didn't work either. Funnily enough, I got the same error, just in a different message.

That was using XAPDeployX by the way. I have tried a couple of other ones, but they didn't work. Does anyone have a clue???
I've tried about 4 different ones. I think its because they all rely on the SDK to be working. So I'm now partitioning my drive and getting XP on here so I don't have to use my old computer. Lol.

I tried that too, and when I tried to deploy, it just crashed and quit with no error. Anyone have ANYTHING???
I have recently formatted my laptop and re-installed everything from scratch. I now am unable to install xap files to my phone. every error i get seems to be something related to the connection or not detecting the phone. I have tried Toms xap installer and winco wxap assistant and neither work. I have zune 4.8 installed, as well as the windows phone 7 sdk and the windows phone 7 developer tools. I have the HTC HD2 running xboxmod/yuki mango rom, which has been updated to wp7.1. zune detects the phone and i am able to sync through zune, so i know that the device is installed and working correctly. I am thinking there may be an error in my install of either the wp7 sdk or the wp7 dev tools, but i am not sure how to check this.
The laptop has been updated from 2gb ram to 4gb, so i now have windows 7 professional 64 bit (i did have windows 7 pro 32bit before). hopefully one of the good people on xda will know how to fix this problem!

My LG E900 is the OS version: 7.10.8107.79. And I want to unlock it take to install applications and games XAP. I used the method by MFG, I put XAP in a Tom XAP Installer to install, and gives me this error when installing:
-Please Make sure your phone was unlocked !
-Please Make sure you connected device to PC and Zune launched
Try again?
What happening? This method does not it? You can get the original ROM and remain the ChevronWP7 up to this latest version? I have another way?

On my cell, the Tom xap says the same, but the app is found in the app list. Check your app list
On my phone it does not happen!
I can put original Rom, install ChevronWP7 and remain to Last Version (7.10.7740/7.10.8107, or other)?
If you're sure your phone is developer unlocked, you might want to try the Microsoft Application Deployment program. You can download it on Microsoft's site. It's a part of Windows Phone Developer Tools.
I have same problem here. I have installed Microsoft Application Deployment ,and same problem at tom XAP installer.

I have an optimus 7(MFG unlocked) too and I have no problems with installing xaps! In fact I installed the whole Windows Phone SDK to get the application deployment....
But I I´m using it with admin rights, maybe that´s the problem for some users?
But VERY IMPORTANT is that you unlock the Lockscreen and start zune before opening toms xap installer or application deployment! If you dont do that, no xap installation method will work.
You have to:
- unlock your device (developer unlock is minimum)
- install Windows Phone SDK
- download eg Windows Phone Power Tools wptools.codeplex.com
- connect device to pc
- start zune
- start Windows Phone Power Tools
- unlock screen (go to your live tiles screen)
- check if in connection drop down list "Windows Phone Device" is selected
- click Connect
and that's all

Good morning guys I recently acuired Lg Optimous e900,I have installed Zune witch doesn't
Detect my device alltough my windows 7 on my I computer had installed drivers etc.
Unlocked my device via mfg,then I installed Windows Phone SDK,run the windows phone emulator,had my
phone's screen unlocked & run Zune,after these I run Tom xap installer with administrator preveleges
Entered a xap file and then I pressed install and all I got was an error with a code & a message that said that
I haven't unlocked my phone or I don't run zune.
Please help me I've wasted many hours with no result
1. "Unlock" phone through MFG
2. Install latest MS Windows Phone SDK
3. Install latest ZUNE
4. Connect phone with PC, ZUNE rise up automatically, wait for ZUNE to fully recognise phone,
5. In phone stiings set Lock Screen to Never and back to Start screen,
6. Run Application Deployment from MS folder previosly installed, as Target set Windos 7 Phone Device and for XAP click Browse to navigate to your wished .xap, click Deploy and wait to do job.
7. Voila, thats it and should work except something wrong with drivers or with WIN on PC.
Work extra fine on my E900 with WP 7.8 latest Update .
P.S. After all, put back Lock Screen to desired state.

enter the password 277634#*#
Port setting--> Usb Swithing and I think I put MS Comosite option
then restart,then zune detected my phone

My Optimus 7 has been unlocked via the provider Orange and no would like to install Nokia drive.
Do I just add the XAP to the phone or what should I do?
How can I check the phone is unlocked as I have not used MFG or Chevron and how to install drive as I have downloaded the unlocked version.

I just set up a Windows Phone developer account and registered my phone (HTC 8x) as a developer unlocked phone.
I have build an app with PhoneGap build and I can download the .xap, but I have yet to figure out how to install it.
Using a QR Reader asks if I want to search the store for something to open the file.
I've seen tutorials on how to build a PhoneGap app within Visual Studio.
I haven't seen any means of installing it from PhoneGap Build, though.
Any ideas?

The SDK installs a tool called Application Deployment on your PC. Run that, connect your phone via USB, and use it to sideload the XAP.
Man, it would be great if you could install them directly from the PhoneGap site (like iOS and Android - I haven't tested Blackberry).
Having to do it from a computer that has, at least, a Core i5 CPU and Visual Studio is kind of jacked.
Also, I can only have 3 developer devices on my account.
Apple allows 99, I think.
Of course, Android doesn't even require to to register a device (just turn on the "install unapproved apps" feature.

You do not need SLAT (i5 CPU) to side load things.
That is for emulators only.
There is homebrew to do that on WP7. We'll just have to figure out a way on WP8. It's not very hard, once we can get the needed permissions.

Well, that's handy to know.
It would still be nice to not require Windows 8 and Visual Studio just to install an app.

Has anyone been able to do this on Windows 7 x64 machine ? I am sure I am just missing something...
I downloaded "Windows Phone Power Tools" after installing .NET 4.5 but, it just gives me an error of "Unable to install or run the applications. The application requires that assembly Microsoft.SmartDevice.Connectivity version 11.0.0.0 be installed in the Global Accembly Cashe (GAC) first." when I attempt to run it..
As most of us know, SDK 8.0 REQUIRES Windows 8, I would love to be able to install XAPs on Windows 7 so I don't have to reboot my PC to use my Windows 8 partition just to install a quick XAP time to time. I can't download or find where to download the full install to extract a few fles as said in the directions...
Any idea to get this installed ?
I didn't get it working with my Windows 7 workstation.
I have a Windows 8.1 laptop, so I just use it.
Being able to do it at work would be nice, though.

I have SDK 7.1 installed, still can't run Windows Power Tools on Windows 7 x64, I get the same error listed in my past post.

Yes you have to instal win 8 on your machine that,s a requierment.

Or use VMware and create a virtual machine with the above requirements.

You can install the WP8 SDK on Windows 7...it works just fine. The secret that Microsoft doesn't want you to know is that the WP8 SDK can be installed on Server 2008 R2...Server 2008 R2 is based on Windows 7 x64. Therefore, it will work with no issues.

I have made a modified installer for the Windows Phone 8 SDK that will run on Windows 7 x64. I installed visual studio before I installed the SDK, but it shouldn't matter as this will install visual studio express for windows phone, if needed.
To install the SDK, perform the following:
1. Download the Windows Phone 8 SDK iso file. You can get it at http://go.microsoft.com/fwlink/?LinkID=257234&clcid=0x409
2. extract the contents of the ISO to the location of your choosing.
3. Download the modified "WPexpress_full.exe" that is attached to this post and use it to replace the one in the iso.
4. run setup as normal.
Everything will install and work.*
*I was getting an error when I launched the "Application Deployment" app. Once I updated Visual Studio 2012 to Update 3, it fixed it. EVERYTHING WORKS!!
Just wanted to add everything works 100%...I was able to recompile and deploy some xaps I wrote on my win 8 PC to my phone with no issues!

right now it will only work with Win7 x64 as the developer tools require it to function properly.
Yeah a 32 bit version would be nice. As running via VMware is a little too time consuming for me liking!
It did not work for me... Windows 7, 64-bit system.
I get an error after the installation has gone for a while.

Won't work for me.. it installs (after installing Visual Studio manually first), but the XAML Interface Builder crashes.
I've successfully installed the SDK on my Windows 7 x64 PC after installing and updating zune and .net framework 4.5. Every softwares are working with the visual studio update 3.
But I don't have succeed to register my ativ s phone because the Windows Phone Developer Registration program is unable to connect the phone. The screen is not locked, I don't have sd card, I try to change name, usb port, without firewall, with date+hour manual. The "Windows Phone IP over USB Transport" service is working and I've installed and uninstalled several times drivers of the phone. When I connected it to pc, windows installed two drivers: for the USB and for the phone but it failed to install a third one for Windows phone 8? Is it useful? not sure because I can discuss and navigate without problems with the windows phone 8 program for windows 7 without problems.
Any suggestions to make my ativ s recognized by the registration programm on windows 7?

@Gampanat I would try installing Visual Studio 2012 Update 3 first.
The sequences I went through were:
1. install Visual Studio 2012.
2. Install the SDK.
3. The tools wouldn't work...(I forget what the error was)
4. Update Visual Studio 2012 to Update 3.
5. all tools worked great.
When I had to rebuild my Windows 7 box, I did the following:
1. Install Visual Studio 2012
2. Install Visual Studio 2012 Update 3.
3. Install the Windows Phone 8 SDK.
4. Everything "just worked" using this sequence.

In your case, make sure Visual Studio 2012 Update 3 is installed.
@organite Weird...it worked fine for my HTC 8x on Windows 7 x64. I'd check your internet connection and make sure the tool can get out to the servers ok.
@linusplus make sure your date and time are correct on your system before installation. If it is, try setting the date on your system back to Sept 1, 2013, unplug/disable Internet, and try installing again in offline mode.

Change the System Date to 1 september in your computer.

I install success with steps:
1. Install VS 2012 ultimate with SP2 (already have before)
2. Install VS 2012 SP3
3. Change date to Dec, 1, 2013 and install SDK 8, (if set correct date, got certificate error)
OK every things works well, but when I create Windows Phone Application, after set name for app and press OK button to create app, I got error:

Gents, I was able to install the SDK with the date setting trick, itt seems to be working, I was even able to dev. unlock my phone, but deploying applications just doesn't work I receive an error message:
Exception of type Microsoft.SmartDevice.Connectivity.PlatformNotFound exception was thrown.
Any hints how to overcome this?

Are you able to deploy apps to your phone as well?
I was able to deploy apps. Took some fiddling to get the phone to *connect* to the PC, but that's been a problem on my Win8 machine too... *rolls eyes*.
I ve installed successfully on win7x64 but I get this error whenever I try to run a app

Are you trying to debug an app on the phone, or use the emulator? The last cannot work on Win7; the so-called emulator is actually an x86 virtual machine image running in Hyper-V, and Win7 can't run Hyper-V.
You also may need to reboot.

Hey, have you tried running it inside Windows Server 2008 or just Server 2008 R2's Hyper-V? I don't think there should be any driver differences on the VM side, but that would remove the SLAT issue.
